MAUNA KEA VEHICLE PROCEDURES CHECKLIST

Vehicle Scheduling Procedures:

  1. Who to contact at the JAC for changes to vehicle schedule.
  2. How to check vehicle schedule via the computer.
  3. Check with the TSS/WL before taking a vehicle to the summit. Otherwise, check the "vehicle" schedule for available MK use vehicles
  4. If working on the daywork schedule vehicles should be returned to HP by 5:00 p.m. unless agreed in advance with the TSS
  5. How to report vehicle problems.
  6. Procedure to follow if vehicle is found unsafe.
  7. Accident procedures.
  8. JAC vehicles are to be used for official business only.

Saddle Road/Mauna Kea Access Road Hazards:

  1. The Saddle Road and the Mauna Kea Access Road hav a high accident rate. Many sections of these roads are narrow, winding, and hilly.   It is not safe to assume that oncoming traffic will observe the centerline. Also, heavy rain and fog reduces visibility and make these roads very slippery. Use low gear on the steep sections of these roads when returning to Hilo to minimize risk of brake failure. Driving on these roads is the most dangerous part of your job.

  1. The unpaved section of road above Hale Pohaku (HP) to the Mauna Kea Observatories is rough, steep, winding, and dangerous. Only four-wheel-drive vehicles are permitted above HP. The speed limit between HP and the summit is 25 mph with lower speed signs posted at blind corners.

Headlights shall be used at all times above HP.

Slower speeds are clearly required at blind curves and when visibility is limited by weather conditions. Particularly during the winter months sections of the road may have ice patches (black ice); great care should be taken, especially on the summit switchbacks. Drivers should be aware that the road is frequented by heavy trucks hauling equipment and water, and road grading and other road work is in progress constantly. Wait for a safe place to pass large vehicles, and pass road workers slowly to avoid enveloping them in your dust. 

The switchback section of the road above HP is particularly hazardous during the hour after sunrise and the hour before sunset, because of the low elevation of the Sun in several sections of the road. You are driving directly towards the Sun, so it is very difficult to see oncoming traffic. JAC four-wheel-drive vehicles are fitted with sun visors to assist in these circumstances. If you have any doubt about the safety of the driving conditions, stop in a safe place and wait until the conditions improve.

Drivers driving downhill should yield to those driving uphill where the road narrows. However, do not depend on this and be prepared to stop when driving uphill.

 Driving/Vehicle Procedures:
  1. Vehicle Information booklet (located in glove compartment of JAC vehicles)
  2. Seat belt policy.
  3. No smoking policy.
  4. Age policy. No one under the age of 16 to be transported above HP unless downhill in an emergency.
  5. Towing policy:
    • JAC vehicles should not be used to tow non-JAC vehicles.
  6. Hitch hiker policy:
    • Must not pickup hitch hikers unless they are injured or in distress and only taken down.
  7. Locking car doors at HP.
  8. Keys - identify all keys on the key ring and which doors they open - where to hang keys - where spare keys are kept (spares are for emergency use only).
  9. Minimum fuel policy. Not less than 1/3-tank.
  10. How and where to fuel-up at HP, and location of vehicle supply locker.
  11. Tune in to radio stations KKBG-FM (97.9) or KWXX-FM (94.7) in the event of an emergency.
  12. Adequate clothing to cope with an emergency.
  13. How to operate satellite phone.
  14. Hazards associated with glare at dusk and dawn. (sun visors are fitted on the JAC for-wheel-drive vehicles)
  15. Dust control procedures.
  16. Summit speed limit and point out danger of driving downhill on washboard surface especially bends.
  17. Locations of emergency vehicle equipment (including flashlights)
  18. Location of vehicle instruction manual.
  19. JAC 4-wheel drive procedures.
  20. Determine if vehicle is equipped with Antilock Brake System (ABS).
    • Check the instrument panel for an ABS indicator light after turning on the ignition. For more information, read the owner's manual located in the glove compartment of the vehicle.
  21. Where to park at JCMT and UKIRT. (JCMT-on paved area only)
  22. What lights to use at night.
  23. Location of fog light switch.
  24. Yield to uphill traffic + grader encounter procedure.
  25. There must always be enough working vehicles available to seat everybody occupying JCMT or UKIRT.
  26. The potential for ice/snow on the road (If adverse conditions are encountered, email road conditions to address in JAC Eyes Only)
  27. Policy on studs, chains, and road closure
  28. Report damage or odd behavior/handling to "vehicle" (see email address in JAC Eyes Only)
